Historically, Excite shows the web before search became austere. Discovery was bundled with personality and editorial framing. The page wants to be useful, friendly, and sticky.
The line about "twice the power of the competition" hints at the arms race underneath the cheerful surface. Portals were competing to be the first page people visited and the last brand they remembered. Excite's homepage is a map, a search box, a magazine rack, and a welcome desk all at once.
